Testing of Knowledge of Ukrainian Statehood History Has Been Scheduled for Candidates for Vacant Positions of Judges of the High Anti-Corruption Court

Please be informed that on September 19, 2025, the High Qualification Commission of Judges of Ukraine took a decision to schedule the qualification assessment within the competition for filling vacant positions of judges at the High Anti-Corruption Court, announced on June 03, 2025, to administer the qualification exam within this competition, and to establish the timetable for testing knowledge of the history of Ukrainian statehood.

The sequence of stages of the qualification assessment is as follows:

  • First stage – qualification exam;
  • Second stage – dossier study and interview.

The sequence of stages of the qualification exam is as follows:

  • First stage – testing of knowledge of the history of Ukrainian statehood;
  • Second stage – testing of general knowledge in the field of law and knowledge in the specialisation of the High Anti-Corruption Court, including its Appellate Chamber;
  • Third stage – testing of cognitive abilities;
  • Fourth stage – completion of a practical assignment in the specialisation of the High Anti-Corruption Court, including its Appellate Chamber.

The Commission has scheduled testing of knowledge of the history of Ukrainian statehood within the qualification exam during the qualification assessment of candidates for the position of judge of the High Anti-Corruption Court, including its Appellate Chamber, to be held on October 01, 2025.

Timetable for testing of knowledge of the history of Ukrainian statehood

If the surname of a person indicated in the timetable has changed, it is necessary to immediately inform the Commission and submit a copy of the document confirming the relevant change (contact information: tel. (044) 233-63-85, e-mail: zvernennia@vkksu.gov.ua).

Testing of knowledge of the history of Ukrainian statehood will take place at the premises of the High Qualification Commission of Judges of Ukraine, located at: 9, General Shapoval Street, Kyiv.

To register, it is necessary to have a Ukrainian citizen’s passport.

Testing of knowledge of the history of Ukrainian statehood will be conducted using computer equipment.

The number of tasks for testing knowledge of the history of Ukrainian statehood is selected in the information system randomly, taking into account the taxonomic characteristics of the testing and the number of test questions in each section (subsection) of the Examination Program, as well as the taxonomic characteristics of the anonymous test on the history of Ukrainian statehood for conducting the qualification exam during the qualification assessment of candidates for the position of judge of the High Anti-Corruption Court, including its Appellate Chamber, within the competition announced by the Commission’s Decision No. 112/zp-25 of June 03, 2025, as approved by the Commission’s Decision No. 131/zp-25 of July 04, 2025.

  • Duration of the test on the history of Ukrainian statehood – 40 minutes.
  • Number of questions – 40.
  • Maximum possible score – 40 points.
  • The set average passing score for testing knowledge of the history of Ukrainian statehood is 75 percent of the maximum possible score, or 30 points.

The individual code and workstation for the test on the history of Ukrainian statehood are determined randomly by means of blind selection by the participant among printed options placed before him/her in a concealed random order.

Subsequent stages of the qualification exam will be scheduled by separate decisions of the Commission.

Regulation On Regular Assessment of Judges Has Been Approved

The High Qualification Commission of Judges of Ukraine approved the Regulation on Regular Assessment of Judges, developed in accordance with Article 90 of the Law of Ukraine of June 02, 2016, “On the Judiciary and the Status of Judges”. According to paragraph 1.3 of the Roadmap on the Rule of Law, the Regulation was to be approved by the end of the third quarter of 2025. Regular assessments will take place once every three years and must be completed by the end of the third quarter of 2027.

The draft Regulation has undergone public discussion, which allowed the maximum consideration of the position of the judicial community, experts, and representatives of the public.
