Submission of Documents for Participation in Competitions for SCAC and SACA Continues: Who Can Participate?

Less than three weeks remain until the deadline for submitting documents to participate in the competition for the position of judge in the Specialised Circuit Administrative Court (SCAC) and the Specialised Administrative Court of Appeal (SACA). Applications and documents can be submitted to the judicial career e-cabinet on the Commission’s official website until December 23 inclusive.

Who is eligible to apply?

Previously, judges or lawyers were the main candidates for positions in specialised courts. For the first time, category A”| and B civil servants who have worked in the field of law can participate in the competition.

Applicants must meet the general requirements for candidates for the position of judge and one of the requirements for work experience:

  • judge – at least 5 years (for the SCAC) or 7 years (for the SACA);
  • civil servants of categories A and B – in state authorities whose powers extend to the entire territory of Ukraine, with at least 7 years (for the SCAC) or 9 years (for the SACA) of professional experience in the field of law;
  • lawyer with at least 7 years (for the SCAC) or 9 years (for the SACA) of professional experience, including representation in public law disputes in administrative courts;
  • a researcher with a degree in law and at least 7 years (for the SCAC) or 9 years (for the SACA) of experience in research in the field of law;
  • total experience (professional experience) in accordance with these requirements of at least 7 years (for the SCAC) or 9 years (for the SACA).

The selection will be conducted according to established transparent rules and will include the following stages: a qualification exam, a special background check and an interview.

In autumn, the President of Ukraine signed a law on the creation of two new courts — SCAC and SACA. They will specialise in the consideration of administrative disputes, in particular lawsuits against state bodies. This is part of Ukraine’s fulfilment of its international obligations.

There are 27 vacancies to be filled: 17 in the SCAC and 10 in the SACA.
