Procedures of the judicial career
Selection for the position of a local court judge
The review of practical work in administrative, commercial, and general specialisations is ongoing as part of the qualification exam for candidates for the position of local court judge and judges who have expressed their intention to be transferred to another local court.

The total number of papers completed as part of the selection process is 3 637:
administrative specialisation – 397;
commercial specialisation – 406;
general specialisation – 2 834.

On November 26, 2025, the Commission took a decision approving the ranking of candidates for vacant positions of judges in the Transcarpathian Court of Appeal based on the results of the qualification assessment and selected 10 winners of the competition, 6 of whom are judges of local courts and 4 have experience working as lawyers. Three of the winners of the competition have academic degrees.
List of winners of the competition to the Transcarpathian Court of Appeal:
1. Liliia Harasymkiv, judge of the Drohobytskyi City-Raion Court of Lviv Oblast.

2. Nataliia Dubchak,
has experience working as a lawyer.
3. Vitalii Kost,
judge of the Mukachivskyi City-Raion Court of Transcarpathian Oblast.
4. Ivan Kotubei, judge of the Mukachivskyi City-Raion Court of Transcarpathian Oblast.
5. Vitalii Maliuk, judge of the Uzhhorodskyi City-Raion Court of Transcarpathian Oblast.
6. Oksana Marhytych, judge of the Mukachivskyi City-Raion Court of Transcarpathian Oblast.
7. Kateryna Mushak, has experience working as a lawyer.
8. Oleksandr Rublia, has experience working as a lawyer.
9. Viktoriia Sova, has experience working as a lawyer.
10. Vasyl Shevchuk, judge of the Slavutskyi City-Raion Court of the Khmelnytskyi Oblast.
In November, the Commission interviewed 38 candidates for positions as judges of general courts of appeal:
- 15 candidates confirmed their ability to administer justice: 3 in the Zaporizhzhia Court of Appeal, 9 in the Chernihiv Court of Appeal, 1 in the Kyiv Court of Appeal, and 2 in the Lviv Court of Appeal;
- interviews with 13 candidates (2 for the Zaporizhzhia Court of Appeal, 2 for the Lviv Court of Appeal, 6 for the Chernihiv Court of Appeal, 2 for the Odesa Court of Appeal, and 1 for the Kyiv Court of Appeal) will be held in the plenary session of the Commission.
Competition for the High Anti-Corruption Court

On November 12 and 14, 2025, the final stage of the qualification exam was held – the completion of a practical assignment.
87 candidates were admitted to the practical assignment.
The review of 170 practical assignments is ongoing.

Secondments
9 reports were received from the State Judicial Administration of Ukraine regarding secondments.
The following issues were considered regarding secondments for judges:
- to 5 courts due to excessive caseloads or the inability to administer justice;
- from 4 court due to a change in the territorial jurisdiction of court cases.
The issue of early termination of the secondment of judges from one court was considered.
The issue of early termination of judges’ secondments and their simultaneous secondments was considered in relation to 3 judges.
It was recommended to send judges to the following courts:
- Zavodskyi District Court of Kamianske, Dnipropetrovsk Oblast (1 judge);
- Mashivskyi Raion Court of Poltava Oblast (1 judge);
- Synelnykivskyi City-Raion Court of Dnipropetrovsk Oblast (1 judge);
- Tsentralno-Miskyi District Court of Kryvyi Rih City, Dnipropetrovsk Oblast (1 judge).
Qualification assessment
of a judge’s suitability for the position held and in connection with the imposition of disciplinary sanctions
Interviews were conducted with 5 judges:
Roman Mudretskyі, Dnipro Court of Appeal – suitable for the position;
Olena Patratiі, Circuit Administrative Court of Kyiv City – suitable for the position;
Yevhenii Romanovskyi, Rubizhanskyi Town Court of Luhansk Oblast – suitable for the position;
Anton Sobchuk, Bereznivskyi Raion Court of Rivne Oblast – suitable for the position;
Marуna Shakhovnina, Podilskyi District Court of Kyiv City – suitable for the position.
The assessment of 8 judges has been terminated:
- due to confirmation of their ability to administer justice in the general court of appeal
(considered to have confirmed their suitability for their positions) – 7:
Yuliіa Burzel, Yahotynskyi Raion Court of Kyiv Oblast;
Dmytro Zadorozhko, Vasylivskyi Raion Court of Zaporizhzhia Oblast;
Maksym Kravchenko, Obukhivskyi Raion Court of Kyiv Oblast;
Vita Levchuk, Kostopilskyi Raion Court of Rivne Oblast;
Oksana Marhytych, Mukachivskyi City-Raion Court of Transcarpathian Oblast;

Important decisions of the Commission
The opportunity to prepare documents in the judicial career e-cabinet for participation in competitions for 27 vacant judicial positions, 17 of which are in the Specialised Circuit Administrative Court and 10 in the Specialised Administrative Court of Appeal, has been opened. The submission of documents for participation in these competitions will last from
December 01 to 23, 2025 (inclusive).
The High Qualification Commission of Judges of Ukraine is introducing the practice of publicly presenting regular digests in order to increase the transparency of its activities and strengthen public confidence in the judicial administration bodies. The introduction of such digests is provided for in the Roadmap on the Rule of Law, a strategic document that defines the set of reforms necessary for Ukraine’s accession to the European Union.
The implementation of the digitalisation programme of the High Qualification Commission of Judges of Ukraine has begun with the support of the Agency of Legislative Initiatives. The Commission’s new digital ecosystem aims to increase trust in the processes of selection, competition and monitoring of the integrity of judges. The Commission plans to digitise 90% of its operational processes.

- regarding the verification of declarations of family ties and integrity of judges (candidates for judicial positions) – 4;

- on holding a competition for positions of judges of courts of appeal – 64;
- on general issues – 11.
Participation in the events
November 03–07, 2025 – study visit to the Republic of Croatia (Zagreb) on the Rule of Law and European integration reforms in Ukraine, supported by the EU Project ‘Pravo-Justice’.
November 04, 2025 – online meeting organised by the Ministry of Justice of Ukraine to discuss the status of implementation of all steps of Ukraine Plan.
November 06, 2025 – 22nd regular meeting on intellectual property issues (‘IP Dialogue’), organised by the Ministry of Economy, Environment and Agriculture and Ukrainian National Office for Intellectual Property and Innovations (UANIPIO).
November 16–19, 2025 – International conference on ‘Global Perspectives on Court Administration’, organised by the International Association for Court Administration in cooperation with the EU Project ‘Pravo-Justice’ in Dubai (United Arab Emirates).
November 17–21, 2025 – Workshop on the implementation of measures under Block I. Justice of the Roadmap on the Rule of Law, organised by the Ministry of Justice of Ukraine.
November 25, 2025 – meeting with representatives of the German Society for International Cooperation (GIZ) to jointly agree on the organisational and administrative aspects of implementing the relevant step of the Roadmap.
November 25, 2025 – meeting organised by the Ministry of Economy, Environment and Agriculture, chaired by Deputy Minister Dariіa Marchak, to discuss the implementation of the steps of Ukraine Plan in 2025 and the first quarter of 2026.
November 27–28, 2025 – XIV Judicial Forum organised by the Ukrainian Bar Association, dedicated to the key challenges of the judiciary and the digitisation of the justice sector.
Legal disputes
The Commission’s interests were represented in 86 Supreme Court sessions.
In favour of the Commission, the Cassation Administrative Court of the Supreme Court and the Grand Chamber of the Supreme Court ruled on administrative claims for the recognition of the illegality and cancellation of the decision, the obligation to take action:
1. In cases: № 990/203/25, the claim of Bodnaruk was denied (competition for the High Anti-Corruption Court), № 990/77/25 on the claim of Ryzhyi (qualification assessment, entry into force of the decision of the Commission in plenary session) – denied, № 990/219/25 on the claim of Yakovenko (competition for courts of appeal: approval of the results of the practical assignment) – denied, № 990/444/25 on the claim of Fen (selection: law testing) – the claim was denied in full.
2. In cases: № 990/148/24 on the claim of Mykyta (completion of the selection procedure, interview) the plaintiff’s appeal was dismissed, № 990/171/25 on the claim of Shevchenko (competition for courts appeal), the Commission’s appeal was upheld, № 990/366/25, the Commission’s motion to dismiss the appeal was upheld.
In addition, by the decision of the Sixth Administrative Court of Appeal in case № 320/51621/24 on the claim of Ponomarenko, the plaintiff’s appeal was dismissed in its entirety, and the decision of the Kyiv Circuit Administrative Court was left unchanged.
