
Please be informed that on April 01, 2026, the High Qualification Commission of Judges of Ukraine approved the overall results of the qualification exam in the specialisation of local administrative court, completed by candidates for the position of local court judge and by judges who have expressed their intention to be transferred to another local court.
Part 1 of Article 75 of the Law of Ukraine “On the Judiciary and the Status of Judges” stipulates that the Commission shall decide on the admission to the special check of all candidates for the position of judge who have obtained a passing score in the qualification exam. In the event that two or more candidates have obtained the same number of points, all such candidates shall be admitted to the special check.
A total of 263 candidates for the position of judge of a local administrative court who have achieved the passing score in the qualification exam have been admitted to the special check. The list of candidates can be viewed at this link (in Ukrainian).
Please be reminded: for the purposes of conducting a special check of candidates for the position of judge, between March 01 and 30, 2025 (inclusive), candidates must submit written consent to the special check in accordance with the Law of Ukraine “On the Judiciary and the Status of Judges”, as well as documents in accordance with the Law of Ukraine “On the Corruption Prevention”, in particular, a medical certificate regarding the state of health in the form approved by the Ministry of Health of Ukraine, concerning the person’s registration with psychoneurological or narcological healthcare institutions No. 100-2/о.
In accordance with the Procedure for conducting preliminary, periodic and extraordinary psychiatric examinations, including for the use of psychoactive substances, approved by Order of the Ministry of Health of Ukraine No. 651 of April 18, 2022 (hereinafter – the Procedure), the validity period of certificate No. 100-2/o is one year from the date of the examination.
In view of the above, candidates for the position of judge must obtain and submit a new certificate No. 100-2/o to the Commission.
Please be informed that amendments to the Procedure came into force on January 01, 2025. Thus, in accordance with paragraph 2 of the Procedure, preliminary, periodic and extraordinary psychiatric examinations, including those for the use of psychoactive substances, following which the individual is issued with primary record form No. 100-2/o, may be conducted by healthcare providers who simultaneously meet the following conditions:
- have obtained a licence to carry out economic activities in the field of medical practice in the speciality of “psychiatry”;
- have concluded a contract with the National Health Service of Ukraine for the provision of medical services to the population under the medical guarantees programme, covering the service groups “Psychiatric care for adults and children in inpatient settings” and/or “Psychiatric care for adults and children provided by mobile multidisciplinary teams”, and/or “Prevention, diagnosis, monitoring and treatment in outpatient settings”.
Thus, healthcare providers who fully meet the requirements set out in paragraph 2 of the Procedure are entitled to conduct examinations and issue Certificate No. 100-2/о.
Please be informed that candidates for the position of judge of a local administrative court who have been admitted to the special check must submit a certificate confirming that they have undergone preliminary, periodic and extraordinary psychiatric examinations
(No. 100-2/о), issued no earlier than April 01, 2026.
This certificate must be sent to the Commission by post to the following address: 9, General Shapoval St., Kyiv, 03110, or submitted in person by the candidate for the position of judge by April 14, 2026 (inclusive).
Other documents required for the special check, namely: copies of the pages of a Ukrainian passport in booklet form or the front and back pages of a Ukrainian passport in card form, and an extract from the register of the territorial community to confirm information on place of residence (stay), documents on education (with appendices), academic titles and degrees, and military registration documents, shall be submitted by candidates for the position of judge in the event of a change in details or a change to previously submitted documents.
