
On February 16, 2026, the High Qualification Commission of Judges of Ukraine, together with the Public Council of International Experts, will begin holding special joint sessions as part of the competition for the High Anti-Corruption Court, in particular its Appeals Chamber. These sessions will continue until March 17, 2026. 73 candidates are expected to participate.
The suitability of candidates for the positions of judges of the HACC and the HACC Appeals Chamber will be assessed in accordance with the criteria set out in Part Four of Article 8 of the Law of Ukraine “On the High Anti-Corruption Court”.
Members of the HQCJ and the PCIE will assess candidates for compliance with the following criteria:
- integrity (morality, honesty, incorruptibility);
- legality of the sources of property;
- correspondence of the standard of living of the candidate or members of his family to the declared income;
- the candidate’s lifestyle is consistent with his or her status;
- the candidate has the knowledge and practical skills to consider cases falling within the jurisdiction of the High Anti-Corruption Court.

Please be reminded that on February 04, 2026, the High Qualification Commission of Judges of Ukraine approved the overall results of the first stage of the qualification assessment, “Qualification Exam”, and admitted candidates to the second stage, “Dossier Review and Interview”, as part of the competition for the High Anti-Corruption Court.
On February 05, 2026, the Public Council of International Experts submitted a request to the High Qualification Commission of Judges of Ukraine to convene a special joint session.
In accordance with Part 5 of Article 8 of the Law of Ukraine “On the High Anti-Corruption Court”, at the initiative of at least three members of the Public Council of International Experts, the issue of the compliance of any candidate for the position of judge of the High Anti-Corruption Court with the criteria specified in the law shall be considered at a special joint session of the High Qualification Commission of Judges of Ukraine and the Public Council of International Experts.
The decision on whether a candidate meets the criteria set out in the law shall be taken by a majority of the joint membership of the High Qualification Commission of Judges of Ukraine and the members of the Public Council of International Experts, provided that at least half of the members of the Public Council of International Experts vote in favour. If such a decision is not taken, the candidate shall be deemed to have withdrawn from the competition.
