
Please be informed that on March 25, 2026, the High Qualification Commission of Judges of Ukraine took a decision to include the following courts in the third group of courts at the first stage of the competition for filling vacant positions of judges in the general courts of appeal, announced by the Commission’s decision No. 94/zp-23 of September 14, 2023 (hereinafter referred to as “the Competition”):
- Vinnytsia Court of Appeal – 15 vacant positions of judges;
- Volyn Court of Appeal – 11 vacant positions of judges;
- Ivano-Frankivsk Court of Appeal – 11 vacant positions of judges;
- Kropyvnytskyi Court of Appeal – 12 vacant positions of judges;
- Poltava Court of Appeal – 15 vacant positions of judges;
- Rivne Court of Appeal – 12 vacant positions of judges;
- Ternopil Court of Appeal – 17 vacant positions of judges;
- Kherson Court of Appeal – 22 vacant positions of judges;
- Khmelnytskyi Court of Appeal – 12 vacant positions of judges;
- Cherkasy Court of Appeal – 21 vacant positions of judges;
- Chernivtsi Court of Appeal – 7 vacant positions of judges.
The deadline for candidates for the position of judge to submit a declaration of intent to apply for the position of judge (in Ukrainian) in the court included in the third group of courts at the first stage of the competition has been set as April 07, 2026.
The Commission will conduct interviews based on the results of the review of the candidates’ dossiers for positions of judges in the Vinnytsia Court of Appeal, Volyn Court of Appeal, Ivano-Frankivsk Court of Appeal, Kropyvnytskyi Court of Appeal, Poltava Court of Appeal, Rivne Court of Appeal, Ternopil Court of Appeal, Kherson Court of Appeal, Khmelnytskyi Court of Appeal, Cherkasy Court of Appeal and Chernivtsi Court of Appeal during the third quarter of 2026 – second quarter of 2027.
Candidates for positions of judges in the above-mentioned courts are hereby reminded that, for the purpose of conducting the special check, they must submit to the Commission, together with the application expressing their intention to apply for a position of judge, by April 07, 2026, the following document:
- a written consent to the conduct of the special verification, in the form set out in Annex 1 to the Procedure for Conducting Special Verification In Respect of Persons Applying for Positions that Envisage Holding a Responsible or Particularly Responsible Position, or Positions with an Increased Corruption Risk, approved by Resolution of the Cabinet of Ministers of Ukraine No. 171 of March 25, 2015 (as amended).
- an autobiography as at the date of granting consent to the conduct of a special verification, prepared in electronic form, printed and signed in manuscript, containing, inter alia, the following information: surname, first name and patronymic (if any); date and place of birth; citizenship (including citizenship (nationality) of a foreign state (states)); information on documents granting the applicant the right of permanent residence in foreign states (if any), as well as the fact of submission of documents required for obtaining citizenship (nationality) of a foreign state (states); information on education (name of the higher education institution (or other educational institution), year of enrolment and graduation, diploma details, obtained educational and qualification level (degree), field of study, qualification, academic degree); information on access to state secrets, as well as instances of revocation of previously granted access due to violations of legislation on state secrets (or refusal to grant such access); information on the applicant’s status with regard to military service (conscript, person liable for military service, reservist); completion of military service (if applicable) and/or registration for military service; details of the last place of employment (service) and position;
- a certificate confirming completion of preliminary, periodic and extraordinary psychiatric examinations in accordance with Primary Accounting Documentation Form No. 100-2/o;
- a certificate confirming access to state secrets (if any), drawn up in accordance with the form prescribed by the legislation on state secrets;
- a statement as provided for by paragraph 1 of Article 6 of the Law of Ukraine “On the Purification of Government”;
- a copy of the declaration of a person authorised to perform the functions of the state or local self-government for the year 2025.
Please be reminded that, in accordance with the Procedure for Conducting Preliminary, Periodic and Extraordinary Psychiatric Examinations, including examinations for the use of psychoactive substances, approved by Order of the Ministry of Health of Ukraine
No. 651 of April 18, 2022 (hereinafter – the Procedure), the validity period of the certificate in the form of Primary Accounting Documentation No. 100-2/o is one year from the date of the examination.
Commission emphasises that amendments to the Procedure entered into force on 1 January 2025. In particular, pursuant to paragraph 2 of the Procedure, preliminary, periodic and extraordinary psychiatric examinations, including examinations for the use of psychoactive substances, following which the Primary Accounting Documentation Form No. 100-2/o is issued, may be conducted by healthcare providers that simultaneously meet the following requirements:
- have obtained a licence to carry out economic activities in medical practice in the speciality of “psychiatry”;
- have concluded an agreement with the National Health Service of Ukraine under the Medical Guarantees Programme for the provision of healthcare services under the service packages “Inpatient psychiatric care for adults and children” and/or “Psychiatric care for adults and children provided by mobile multidisciplinary teams” and/or “Prevention, diagnosis, monitoring and treatment in outpatient settings”.
Accordingly, the authority to conduct medical services and to issue Certificate
No. 100-2/o is vested in healthcare providers that fully comply with the requirements set forth in paragraph 2 of the Procedure.
Other documents required for the special vetting procedure – namely, copies of the relevant pages of the passport of a citizen of Ukraine in booklet form or the front and reverse sides of the ID card–format passport, as well as an extract from the Territorial Community Register confirming the place of residence (or stay), documents on education (including supplements), academic titles and scientific degrees, and military registration documents – shall be submitted by candidates for the position of judge in the event of any changes to the information previously provided or amendments to earlier submitted documents.
