The HQCJ and International Experts Have Defined Strategic Priorities for Cooperation within the Framework of the “Pravo–Justice IV” Phase

On January 15, 2026, an online working meeting was held with the participation of the Chairman and members of the Commission, as well as international experts of the European Union Project “Pravo-Justice”.

The discussion focused on priority areas of cooperation in the context of the new operational phase of the Project’s implementation, aimed at supporting reforms in the field of justice.

The meeting was attended by the Deputy Head of the Project, Olha Sribniak, the Head of the “Judicial Reform” Component, Volodymyr Chaban, and the Senior Expert on Court Modernisation, Svitlana Maistruk, as well as leading international experts: Reda Molienė (Republic of Lithuania), an expert in institutional capacity building, communication, and court management; Pascal Turlan (French Republic), an expert in the functioning of justice with many years of experience in implementing reforms; and Matjaž Saloven (Republic of Slovenia), a lawyer and EU law specialist providing advice on the harmonisation of national legislation with European Union law.

Olha Sribniak thanked the Commission for the previous fruitful cooperation and noted that the High Qualification Commission of Judges of Ukraine is one of the key partners in preparations for the next, fourth phase of the Project’s implementation. She proposed identifying key areas for further cooperation and providing support to the Commission’s initiatives.

The Chairman of the High Qualification Commission of Judges of Ukraine, Andrii Pasichnyk, emphasised the important role of the Commission in implementing the measures set out in the Rule of Law Roadmap. This Roadmap serves as a framework mechanism for implementing commitments under which the European Union assesses a state’s institutional capacity to ensure proper compliance with the rule of law principle. In the course of implementing the measures envisaged by the Roadmap, the Commission requires expert support from international partners.

Ways of cooperation in large-scale procedures were discussed, in particular in the competitive selection processes for the Specialised Circuit Administrative Court and the Specialised Administrative Court of Appeal, as well as support for joint work between the Commission and the Expert Council.

Andrii Pasichnyk informed the meeting participants about the Commission’s tasks related to improving the digitalisation of work processes, including the introduction of software solutions and information systems that will optimise the use of human and time resources, as well as the upgrading of material and technical infrastructure.

The discussion also focused on issues related to the development of the human resources capacity of the Commission’s Secretariat. The need for expert assistance in implementing professional development programmes to strengthen institutional effectiveness and improve the coordination of internal processes was emphasised.

Summarising the results of the meeting, Reda Molienė noted the proactiveness of the representatives of the High Qualification Commission of Judges of Ukraine and the high level of organisation of the discussion. She highlighted the important role of the Rule of Law Roadmap as a reference point for strategic planning of the Commission’s institutional development. Ms Molienė also reaffirmed the continued commitment of international partners to constructive dialogue and a shared vision of long-term cooperation within the framework of the “Pravo-Justice IV” phase.
