On April 01, 2026, the High Qualification Commission of Judges of Ukraine approved the results of the practical assignment in the specialisation of local administrative courts (the fourth stage of the qualification exam), completed on October 07–08, 2025, for candidates for the position of local court judge and judges who have expressed an intention to be transferred to another local court.

Please be reminded: the selection of candidates for the position of local court judge was announced by the Commission’s Decision No. 366/zp-24 of December 11, 2024, taking into account 1,800 projected vacant positions of judges in local courts, of which 200 are in local administrative courts.
In accordance with the Commission’s Decision of December 11, 2024 No. 367/zp-24, applications were invited from judges intending to transfer to another local court to complete the qualification exam.
A total of 2,913 candidates for the position of judge of a local court and 138 judges seeking transfer were admitted to complete the qualification exam in the specialisation of local administrative courts.
A total of 379 candidates for the position of judge of a local court and 21 judges seeking transfer were admitted to complete the practical assignment in the specialisation of local administrative courts.
The passing score for the fourth stage of the qualification exam was set at 75 per cent of the maximum possible score, i.e. 112,5 points.
The results of the practical assignment in the administrative court specialisation were determined for 397 participants (with 3 absentees), as follows:
- 282 candidates achieved the passing score;
- 115 candidates failed to achieve the passing score, including:
4 candidates scored between 0 and 50 points;
13 candidates scored between 51 and 100,66 points;
98 candidates scored between 101 and 112 points.
A total of 263 candidates for the position of judge of a local administrative court who achieved the passing score in the specialisation of local administrative court (in Ukrainian) have been admitted to the special checking procedure.
Candidates admitted to the special checking procedure are required, by April 14, 2026 (inclusive), to submit to the Commission (either by post to: 9, General Shapoval St., Kyiv, 03110, or in person) a certificate confirming completion of preliminary, periodic and ad hoc psychiatric examinations, in accordance with primary record form No. 100-2/o, issued no earlier than April 01, 2026.
The implementation of the rights of participants in the qualification exam to review certain exam materials, as provided for by the Regulation on the Procedure of Qualification Examination and Methodology for Evaluation of Candidates, approved by the Commission’s Decision of June 19, 2024 No. 185/zp-24 (as amended), shall be carried out in accordance with the following recommendations.
