Selection for the position of a local court judge
From August 05 to August 08, 2025, 2,632 participants were tested on general knowledge in the field of law and knowledge of the specialisation of the local administrative court – the second stage of the qualification exam for selection for the position of local court judge.
604 candidates for the position of local administrative court judge and judges who expressed their intention to be transferred to another local administrative court, who successfully passed the testing of general knowledge in the field of law and knowledge of the specialisation of the local administrative court and reached a passing score were admitted to the third stage of the qualification exam – cognitive abilities testing (list at the link – in Ukrainian).
From August 11 to 13, 2025, 2,237 participants were tested on general knowledge in the field of law and knowledge of the specialisation of the local commercial court – the second stage of the qualification exam as part of the selection process for the position of local court judge.
751 candidates for the position of local commercial court judge and judges who have expressed their intention to be transferred to another local commercial court, who have successfully passed the testing of general knowledge in the field of law and knowledge of the specialisation of the local commercial court and have reached a passing score, were admitted to the third stage of the qualification exam – cognitive abilities testing (list available at the link – in Ukrainian).
From August 14 to 26, 2025, 6,754 participants were tested on their general knowledge in the field of law and knowledge of the specialisation of the local general court – the second stage of the qualification exam as part of the selection process for the position of local court judge.
4,489 candidates for the position of local general court judge and judges who expressed their intention to be transferred to another local general court, who successfully passed the test on general knowledge in the field of law and knowledge of the specialisation of the local general court and reached a passing score were admitted to the third stage of the qualification exam – cognitive abilities testing (list at the link – in Ukrainian).
On August 27, 2025, the High Qualification Commission of Judges of Ukraine took a decision to schedule cognitive ability testing as part of the qualification exam for candidates for the position of local court judge and judges who have expressed their intention to be transferred to another local court, and determined the schedule and specifics of the testing procedure and the methodology for evaluating its results.

On August 11, 2025, the Commission took a decision on approval the ranking of candidates for vacant positions of judges in administrative courts of appeal. The ranking of competition participants is available at the link – Ukrainian.
On August 13, 2025, the High Qualification Commission of Judges of Ukraine took s decision on approval the ranking of candidates for vacant positions of judges in commercial courts of appeal. The ranking of competition participants is available at the link – in Ukrainian.
On August 15, 2025, the High Qualification Commission of Judges of Ukraine determined 42 winners of the competition for administrative courts of appeal and 55 winners of the competition for commercial courts of appeal.
In August, the Commission completed interviews with candidates for positions of judges of the Zhytomyr and Sumy Courts of Appeal.
At the Zhytomyr Court of Appeal, 12 candidates confirmed their ability to administer justice, 8 candidates did not confirm this, 8 candidates will be interviewed by the plenary session of the Commission, and 1 candidate withdrew from the competition. At the Sumy Court of Appeal, 14 candidates confirmed their ability to administer justice, 6 candidates did not confirm this, interviews with 6 candidates will be held in the plenary session of the Commission, and the qualification assessment of 1 candidate has been suspended.
Plenary sessions of the Commission regarding candidates who have received the conclusion of the Public Integrity Council are scheduled to be held in mid-September (regarding 8 candidates for the positions of judges of the Zhytomyr Court of Appeal and 6 candidates for the positions of judges of the Sumy Court of Appeal).
Competition to the High Anti-Corruption Court
From July 07 to August 06, 2025, the High Qualification Commission of Judges of Ukraine received documents from 205 persons who expressed their intention to participate in the competition for 23 vacant positions of judges of the High Anti-Corruption Court (announced on June 03, 2025).

As part of the qualification assessment of candidates for the position of judge of the High Anti-Corruption Court, a list of test questions on the history of Ukrainian statehood with correct answers has been published.
Secondments
9 notifications on secondments were received from the State Judicial Administration of Ukraine.
The Commission considered the issues of secondments of 7 judges due to excessive judicial workload.
It was recommended to second two judges to the Mykolayivskyi Raion Court of Lviv Oblast.
Qualification assessment for suitability of a judge for his/her position held and in connection with the imposition of a disciplinary sanction
The qualification evaluation of 1 judge was terminated:

- Serhii Burhan, Verkhniodniprovskyi Raion Court of Dnipropetrovsk Oblast;
The Public Integrity Council has submitted conclusions regarding 2 judges.
1. Maryna Boiaryntseva, Circuit Administrative Court of Kyiv City;
2. Ivanna Okosten, Kovelskyi City-Raion Court of Volyn Oblast.
Important decisions of the Commission
On August 06, 2025, the leadership of the High Qualification Commission of Judges of Ukraine was elected. According to the results of a secret ballot, Andrii Pasichnyk was re-elected as Chairman of the Commission, and Oleh Koliush was elected as Deputy Chairman of the Commission. Serhii Chumak was re-elected as Secretary of the First Chamber, and Ruslan Melnyk was re-elected as Secretary of the Second Chamber.

Changes have been made to the composition of the chambers of the High Qualification Commission of Judges of Ukraine. Based on the recommendation of the Competition Commission with the participation of international experts, on August 12, 2025, the High Council of Justice filled the last vacant position of a member of the Commission and appointed Ihor Kushnir, who joined the First Chamber of the Commission. The HQCJU continues to work in full force with sixteen members of the Commission.

The fourth composition of the Public Integrity Council has been formed. The Council was established to assist the High Qualification Commission of Judges of Ukraine in determining whether judges (and candidates for the positions of judges) meet the criteria of professional ethics and integrity for the purposes of qualification assessment. Twelve public associations elected 20 members of the Council.

Participation in the events
August 12, 2025 – Meeting with representatives of the German Society for International Cooperation (GIZ) to discuss practical steps in implementing the measures of the Rule of Law Roadmap;
August 26, 2025 – Meeting with the Project Implementation Manager of 3*E4U “Strengthening Ukraine’s Compliance with EU Standards in the Rule of Law” (as part of the delegation of the German Society for International Cooperation (GIZ));
August 26, 2025 – Meeting chaired by the Minister of Economy, Environment and Agriculture of Ukraine to discuss the implementation progress of the steps planned for Q1–Q4 2025;
August 28, 2025 – Meeting chaired by the Deputy Minister of Justice of Ukraine for European Integration on the implementation of measures under Block “I. Justice” of the Rule of Law Roadmap, aimed at discussing the results of the first reporting stage and identifying the need for support from international technical assistance projects.
