Procedures of the judicial career

Selection for the position of a local court judge

From October 07 to October 31, 2025, the fourth stage of the qualification exam was held—the completion of a practical assignment in the specialization of the relevant court as part of the qualification exam for candidates for the position of local court judge and judges who have expressed their intention to be transferred to another local court. A total of 3,049 participants continue to take part in the selection process.

Schedules for completing practical assignments in the relevant court specialization:

local administrative court (in Ukrainian);

local commercial court (in Ukrainian);

local general court (in Ukrainian).

Based on the results of the competition announced on September 14, 2023, to fill 560 vacant positions of judges in local courts for candidates for the position of judge, enrolled in the reserve list for filling vacant positions of judges in local courts, the Commission’s recommendation on the appointment of Uliana Pliatsko to the position of judge of the Commercial Court of Transcarpathian Oblast was sent to the High Council of Justice for consideration.

Based on the results of the competition announced on September 14, 2023, for vacant positions of judges in courts of appeal, the Commission’s recommendations on the appointment of 14 candidates for positions of judges of the Zhytomyr Court of Appeal and 19 candidates for positions of judges of the Sumy Court of Appeal were sent to the High Council of Justice for consideration.

In October, the Commission interviewed 55 candidates for positions of judges in general courts of appeal:

- 19 candidates confirmed their ability to administer justice (8 in the Zaporizhzhia Court of Appeal, 4 in the Transcarpathian Court of Appeal, 6 in the Chernihiv Court of Appeal, and 1 in the Lviv Court of Appeal);

- 23 candidates will be interviewed by the plenary session of the Commission (5 for the Zaporizhzhia Court of Appeal, 8 for the Transcarpathian Court of Appeal, and 10 for the Chernihiv Court of Appeal).

Interviews have begun with candidates for judicial positions in the second group of courts in the competition for vacant positions of judges in general courts of appeal. This group includes: Dnipro Court of Appeal, Kyiv Court of Appeal, Lviv Court of Appeal, Mykolaiv Court of Appeal, Odesa Court of Appeal, and Kharkiv Court of Appeal.

Competition for the High Anti-Corruption Court

On October 01, 2025, 158 participants were tested on their knowledge of Ukrainian statehood as the first stage of the qualifying exam in the competition for vacant positions of judges of the High Anti-Corruption Court.

The coded test results for 146 people have been established:

1) failed to achieve the average passing score – 4 persons;

2) achieved the average passing score – 142 persons.

A total of 142 candidates who successfully passed the test on the history of Ukrainian statehood (list available at this link (in Ukrainian)) were admitted to the second stage of the qualification exam – testing of general knowledge in the field of law and knowledge of the specialization of the High Anti-Corruption Court, in particular its Appeals Chamber.

On October 13, 2025, 141 participants (1 did not show up) took the test of general knowledge in the field of law and knowledge of the specialization of the High Anti-Corruption Court, in particular its Appeals Chamber.

The coded test results have been established:

1) failed to achieve a passing score – 10 persons;

2) achieved a passing score – 131 persons:

131 candidates were admitted to the third stage of the qualification exam – cognitive abilities testing (list at the link (in Ukrainian)).

On October 27, 2025, 131 participants took the cognitive abilities test.

The coded test results have been established:

  1. 44 persons failed to achieve the average acceptable and passing score;
  2. 87 persons achieved the average acceptable and passing score.

87 candidates have been admitted to the fourth stage of the qualification exam—the completion of a practical assignment in the specialization of the High Anti-Corruption Court, in particular its Appeals Chamber (list available at the link (in Ukrainian)).

The fourth stage of the qualification exam (completion of a practical task in the specialization of the High Anti-Corruption Court, in particular its Appeals Chamber) is scheduled for October 29, 2025, and the schedule for its completion has been set for November 12 and 14, 2025 (schedule available at the link. Secondments

8 reports were received from the State Judicial Administration of Ukraine regarding secondments.

The following issues were considered regarding secondments for judges:

  • to 13 courts due to excessive caseloads or the inability to administer justice;
  • from 1 court due to a change in the territorial jurisdiction of court cases.

The issue of early termination of judges’ secondments and their simultaneous secondments was considered in relation to 8 judges.

It was recommended to send judges to the following courts:

- Brovarskyi City-Raion Court of Kyiv Oblast (3 judges);

- Verkhniodniprovskyi Raion Court of Dnipropetrovsk Oblast (1 judge);

- Commercial Court of Kyiv City (1 judge);

- Kyivskyi District Court of Odesa City (1 judge);

- Solomianskyi District Court of Kyiv City (1 judge).

 

Qualification assessment

of a judges suitability for the position held and in connection with the imposition of disciplinary sanctions

Interviews were conducted with three judges:

Maryna Boiaryntseva, Circuit Administrative Court of Kyiv City – not suitable for the position.

Yuliia Mamchenko, Rivne Commercial Court of Appeal – suitable for the position.

Ivanna Okosten, Kovelskyi City-Raion Court of Volyn Oblast – suitable for the position.

The assessment of one judge was discontinued.

 

Important decisions of the Commission

A competition has been announced for 27 positions in the newly established specialized administrative courts: 17 in the Specialized Circuit Administrative Court and 10 in the Specialized Administrative Court of Appeal. The deadline for submitting documents is December 01-23, 2025.

Participation in the events

October 01, 2025 – session of the Verkhovna Rada Committee on Ukraines Integration into the European Union.

October 03, 2025 – offline meeting organized by the Ministry of Justice of Ukraine to discuss the status of implementation of all steps of Ukraines Plan.

October 05–08, 2025 – TAIEX mission for expert review of the National School of Judges of Ukraine (NSJU) and the Training Center for Prosecutors of Ukraine (TCPU) in Rzeszów (Republic of Poland).

October 06–08, 2025 – visit of a delegation of representatives of the Ukrainian judiciary to Riga (Republic of Latvia), organized by the High Council of Justice in cooperation with the Judicial Council of the Republic of Latvia, within the framework of the established dialogue: “Strengthening the rule of law in times of challenge: dialogue between the judicial authorities of Latvia and Ukraine”.

October 14, 2025 – online meeting organized by the Ministry of Economy, Environment, and Agriculture of Ukraine to discuss the status of implementation of the 2025 steps of Ukraines Plan.

October 15, 2025 – round table organized by the Directorate General of Human Rights and Rule of Law of the Council of Europe to discuss the draft study on the execution of judgments in the group of cases of Oleksandr Volkov v. Ukraine.

October 16, 2025 – monthly meeting with representatives of the European Commissions Directorate-General for Enlargement and Eastern Neighborhood (DG ENEST) to assess the implementation of sections 3 and 4 of Ukraine’s Plan.

 October 23, 2025 – Event “The Way to the EU: Civil society’s view of Ukraine’s progress on negotiation chapters 23 “Justice and Fundamental Rights” and 24 “Justice, Freedom and Security” of the European Commission’s Report on Ukraine’s progress within the European Union Enlargement Package in 2024.

October 24, 2025 – round table organized by the Supreme Court to discuss issues of judicial independence in the context of Ukraines European integration, in particular the state of independence of Ukrainian judges.

October 24–25, 2025 – international conference “The Rule of Law in the Age of Populism: Freedom of Speech and the Right to a Fair Trial,” organized by the Supreme Court and the Ukrainian Catholic University in Lviv.

October 25–27, 2025 – session of the working group of the Council of Judges of Ukraine to prepare a commentary on the Code of Judicial Ethics, approved by the V Congress of Judges of Ukraine (as amended by the XX Regular Congress of Judges of Ukraine), in Lviv.

October 29–30, 2025 – Conference on “The Rule of Law and the Independence of Administrative Justice,” organized by the OSCE Office for Democratic Institutions and Human Rights, in Warsaw (Republic of Poland).

 

Legal disputes

The Commissions interests were represented in 80 Supreme Court sessions.

Court decisions supporting the Commissions position:

  1. Case № 990/262/25 on the claim of Yarovyі O.M. on recognizing the decision as unlawful and revoking it, obligation to perform actions (selection).
  2. Case № 990/311/25 on the claim of Chernetskyі R.V. for recognition of the illegality and cancellation of a decision, obligation to perform actions (selection).
  3. Case № 990/264/25 on the claim of Bolotin A.E. on recognizing the decision as unlawful and revoking it, obligation to take action (selection).
  4. Case № 990/454/25 on the claim of Нomaz V.V. on the recognition of the illegality and cancellation of the decision, the obligation to take action (selection).

According to the lawsuit filed by Нorodovenko A.V., case 990/431/25, the proceedings have been closed.

In addition, the Grand Chamber of the Supreme Court adopted a resolution in case 990/162/24 on the lawsuit filed by Bereza M.V. (access to public information).
