
On November 05, 2025, the High Qualification Commission of Judges of Ukraine took a decision to invalidate the practical assignment completed on October 14, 2025, by participants in the first group – candidates for the position of local court judge and judges who expressed their intention to be transferred to another local court.
With this decision, the Commission sets a new date for the fourth stage of the qualification exam (performance of a practical assignment in the specialization of a local general court) for relevant candidates for the position of local court judge and judges who have expressed their intention to be transferred to another local court – November 17, 2025.

If the participant’s surname does not match the one on the list, in particular due to a change of surname, the Commission must be notified immediately by telephone
(044) 233-63-85 and a document certifying the relevant change must be brought to the qualification exam.
Registration starts at 8:00 a.m.
The assignment starts at 9:20 a.m.

The practical assignment for the local general court specialization will be performed using computer technology.
The duration of the practical assignment for the local general court specialization is 180 minutes. The maximum possible score is 150 points.
Candidates for the position of local court judge and judges who have expressed their intention to be transferred to another local court will complete one practical assignment of type 2 within one specialization.
A coefficient of 2 will be applied to calculate the score that a participant receives for completing the practical assignment in the local general court specialization.
The passing score for the fourth stage of the qualification exam (completion of the practical assignment in the local general court specialization) is 75 percent of the maximum possible score, or 112,5 points.
During the practical assignment, authorized representatives will announce information about the procedure for its completion and the order of movement in the hall. Please listen carefully to the announcements and follow the relevant instructions.
Schedule for the day of the qualifying exam (stage)
08:00 a.m. – 08:45 a.m. – main time allocated for admission to the premises;
08:00 a.m. – 08:50 a.m. – registration;
08:35 a.m. – 08:40 a.m. – generation of a notebook with a practical assignment in the Commission’s information system;
09:00 a.m. – 09:25 a.m. – briefing for participants on working with the Commission’s information system and its functional capabilities;
9:30 a.m. – 2:30 p.m. – completion of the practical assignment;
2:30 p.m. – 2:45 p.m. – collection of sheets of paper issued to participants for their own notes; recording of the completion of the practical assignment.
If an air raid alarm is announced during the qualification exam or other circumstances arise that prevent it from being held, the Commission may decide to postpone the qualification exam to another date.
Before entering the room to perform the practical assignment, the participant must turn off their mobile phone and other electronic devices for recording, reproducing, receiving, and transmitting information.
The participant must present their Ukrainian passport (in the form of a booklet or card), as well as the individual card issued during registration for the first stage of the exam.
Without a Ukrainian passport (in the form of a booklet or card), participants will not be admitted to the practical assignment room!
During registration:
1) the identity of the person who appeared for the qualifying exam (stage) is established on the basis of a Ukrainian passport in the form of a booklet or card;
2) the participant’s workstation number is determined at random, i.e., the participant blindly selects from a set of randomly printed and placed workstation numbers (sector/row/seat);
3) an individual code for the exam participant is generated using the information system used by the Commission for the purposes of the qualification exam;
4) participants are familiarized with the rules for performing the practical assignment and are given a bag for storing personal items that are prohibited for use during the practical assignment.
The individual card shall indicate: the date of the practical assignment, the workstation number (sector/row/seat), and the individual code.
The individual card is the only document by which the exam participant can find out their coded results of the qualification exam (stage) after they are published on the official website of the Commission.
Keep your individual card until the Commission determines the overall results of the qualification exam (decoded)!
At the entrance to the room for performing the practical assignment, as well as at the request of an authorized representative, participants must present their individual card and Ukrainian passport (in the form of a booklet or card).
Participants are not allowed to move around the room without these documents.

In the room for performing the practical assignment, the participant must take their place at their workstation. From this moment until the completion of the practical assignment, the participant is prohibited from moving around the hall without the permission and accompaniment of an authorized representative, or from going outside, in particular to smoke.
Until the completion of the practical assignment, participants are prohibited from using mobile phones and/or other electronic devices for recording, reproducing, receiving, and transmitting information, as well as receiving or transmitting any sources of information to other participants.
A bag for storing personal belongings that are prohibited for use during the practical assignment must be kept closed near the participant’s workplace.
After the authorized representative announces the start of the practical assignment, the participant may go to the restroom in exceptional cases with the permission and accompaniment of an authorized representative.
If it is necessary to contact an authorized representative during the practical assignment, in particular to inform them of the intention to go to the restroom, the participant, remaining at their workplace, raises their hand and waits for the authorized representative.
Only one participant may go to the restroom at a time; the next participant may go after the previous one has returned from the restroom.
If a participant is late, he/she has the right to register and perform the practical assignment within the time allotted for this purpose. No additional time will be provided in this case.
A participant has the right to refuse to take the qualification exam, in particular due to health reasons, which shall be recorded in a corresponding report. After the report is drawn up, such a participant must immediately leave the room for the practical assignment accompanied by an authorized representative.
Please note that if a participant refuses to complete the practical assignment, in particular due to health reasons, they will be deemed to have failed the qualification exam.
Each participant’s laptop will have access to the IpLex platform, a database of regulatory, legal, judicial, and reference information.
Offline access will be provided exclusively to regulatory and legal acts necessary and sufficient for the practical assignment: laws, codes, subordinate regulatory and legal acts, and decisions of the European Court of Human Rights.
Participants are not allowed to use their own regulatory and legal acts in paper form, including published copies.
Rules for completing the practical assignment
During the practical assignment, participants have the right to:
1. Appropriate and safe conditions.
2. Polite and impartial attitude towards oneself.
3. Placing water and medicines on the table.
4. Completing the practical assignment within the time allotted for it.
5. Early completion of the practical assignment, but no later than 15 minutes before its completion.
6. Refusal to complete the practical assignment, in particular due to health reasons.
During the practical assignment, participants are prohibited from:
1. Taking the exam in outer clothing and headwear.
2. Communicating in any way with other participants, in particular after registration, receiving information or material media from them or transmitting it to them.
3. Disturb other participants in performing the practical assignment.
4. Perform the practical assignment on behalf of another participant.
5. Cheat, including from another participant.
6. Leave the workplace and the room for performing the practical assignment without the permission and accompaniment of an authorized representative.
7. Bring dangerous objects and substances that may pose a threat to the life and health of others into the premises for performing the practical assignment.
While performing the practical assignment, the participant is obliged to:
1. Observe discipline and generally accepted rules of conduct.
2. Turn off their electronic devices (mobile phones, electronic watches, devices for reading, processing, storing, reproducing, and receiving/transmitting information, as well as individual elements that may be their components (Bluetooth headsets, headphones, etc.).
3. Place their own paper sources of information (including notes), electronic devices, and other personal belongings in a special bag provided by the Commission.
4. Place their Ukrainian passport and individual card at their workstation.
5. Complete the practical assignment at the workstation assigned to them.
6. Complete the practical assignment independently.
7. Follow the instructions and requirements of authorized representatives.
Features of the practical assignment
To complete the practical assignment, participants will be provided with:
1) a workspace (table and chair);
2) a bag for small personal items;
3) a laptop with a mouse connected to it and access to the IpLex platform;
4) one 0,5 liter bottle of still water;
5) clean sheets of paper for their own notes/marks.
The use of personal sheets of paper is not permitted.
Participants are allowed to copy text from the practical assignment notebook into the notebook for performing the practical assignment.
The date of the court decision prepared by the participant in the notebook for completing the practical assignment is the date of completion of the practical assignment.
If, after the announcement of the start of the practical assignment, any sources of information in paper and/or electronic format are found in the participant’s possession that are not included in the package provided by the authorized representatives, this is grounds for drawing up a protocol of violation.
After the time allotted for the practical assignment has elapsed, the participant must remain at their workstation, raise their hand, and wait until the authorized representatives collect the sheets of paper provided and record the fact of completion of the practical assignment in the classroom register.

ATTENTION!
Strict adherence to the rules for performing the practical assignment is the responsibility of the participant. Ignorance of these rules does not exempt you from responsibility related to participation in the qualification exam. Any violation of the rules for performing the practical assignment by a participant shall be recorded in the protocol, which may be grounds for the Commission to decide that the participant has failed the exam!
An appeal by a participant to the Commission, stating their surname, first name, patronymic, and individual code (individual codes), before the Commission makes a decision to approve the decoded results of the qualification exam (stage) will be considered an attempt to identify oneself and may result in termination of participation in the qualification exam (recognition of the participant as having failed the qualification exam).
